Hotels and Health Clubs can be less intensively used than large municipal pools – but still experience high peak use.  The dilemma facing operators is whether or when to supervise at pool side and currently that is down to the risk assessment and judgement.  Many cannot justify  lifeguarding continually at poolside and can only do so for a proportion of the time.  Others, typically the smaller sites in this segment  with low usage patterns adopt an ‘informal’ supervision regime.  This can involve periodic visits to poolside, siting of staff engaged in other duties close the pools and so on.
