In the UK full time supervision is the norm in this sector. The issue for operators here is generally about efficiency. This falls into two categories:
- The ‘success rate’ – how efficient are poolside supervisors at preventing serious incidents ? Put another way – how quickly to they detect a problem. Within a few seconds, a minute or possibly after much longer.
- How cost effective is the current poolside supervision policy ? Ideally do we need more staff, particularly at peak times ? Should we even consider less as higher numbers are not necessary much of the time ?
The problems associated with human detection are well understood. We as humans can be exceptionally capable but we are also inconsistent especially in a task involving long periods between interventions. Something in excess of 1/3rd of all serious incidents are not detected by the poolside staff first, and are in fact identified by other bathers. If both supervisors and bathers miss an incident for more than a very short time a tragedy is certain.

We use low cost, effective technology in the form of smoke detectors – that back up staff and prompt urgent investigation.
